we work in Wash DC and are encouraged through "equal opportunity and local labor" contract specs and scopes to hire local black laborers for our trade. The contract requires a minimum number of hours completed by any laborer for the project but grants bonus modifiers for "underrepresented candidates" and allows you to count them as 1.5 laborer. yeah, its that stupid. I need to log 40 hours per week per laborer and need a minimum of 4 laborers per contract specs. but each black guy counts as 150% of a person, meaning 2 black dues and 1 Mexican meets my 4 person req.
so we hire them but they wont stay for more than a day or two. All they have to do is stand around and sign tickets, help fuel machines, standard stuff. They refuse to do it. Cant keep a black dude from DC on a job for more than 2 days. period.
but we are essentially penalized for using white or Mexican laborers who do twice the work.
the govt issued specs spells out candidates that qualify for the laborer modifier as "local African American residents". spelled out in black and white(no pun intended), other minorities don't count. its to encourage specialty trade contractors to source from local residents instead of bringing in known laborers.
I work along side a black woman who basically does NOTHING and anytime someone questions why she does NOTHING she plays the woman/race card. The company sent her for training, to the tune of $3000+, and evidently she played on her phone the whole week. The trainer contacted my boss to inform him and he did nothing about it because he says she is protected due to the fact that she is a black woman. Fuck this shit!
