They are if they choose to be called that (German-Americans, etc.).
I've heard plenty of people refer to themselves as ________-Americans even though they were born here.
But if your question is: shouldn't anybody born in America be called simply American? Yes. But the problem comes when you have to describe a person. For whatever reason, AA seems to be less offensive than "Black".
